Expertise and Professional Background
Richard Peters is the Managing Partner of Harneys. He is frequently consulted by the British Virgin Islands Government and Financial Services Commission on matters relating to the development of legislation and, more recently, policies with respect to the BVI responses to various multilateral international initiatives of the FATF, OECD, FSF, EU as well as bilateral issues with various foreign governments. He has served as a member of the Financial Services Advisory Committees (1988, 1994, 1998 and 2002). He was a member of the 4 person drafting committee responsible for the British Virgin Islands International Business Companies Act, and the principal draftsman of the International Business Companies (Amendment) Act and regulatory legislation that were enacted in 1990. He currently sits on the Financial Services Legislation Advisory Committee, the Company Law Reform Committee, the BVI Harmful Tax Competition Task Force and is Chairman of the Financial Services Strategic Development Plan Committee which is tasked with the development and sustainability of the financial services sector in the BVI. He is also on the board of directors of Rawlinson & Hunter Limited and a Notary Public of the British Virgin Islands.
