EU reaches political agreement for sanctions on Israeli settlers

On 11 May 2026, the European Union's foreign ministers reached a unanimous agreement to impose restrictive measures on Israeli settlers and settler organisations over violence against Palestinians in the occupied West Bank. The sanctions arise against the backdrop of escalating tensions in the West Bank.
Whilst the foreign ministers reached a political agreement on 11 May, technical and legal work remains before the sanctions are formally adopted and published in the Official Journal of the European Union. The list of designated persons and entities will need to be finalised, following which the sanctions will be legally binding across all EU Member States.
Businesses and financial institutions should monitor the publication of the formal sanctions listings closely and ensure that their compliance frameworks are updated accordingly. As the regulatory landscape continues to evolve, proactive engagement with sanctions compliance will be essential to mitigating legal and reputational risk.
